Good question. That will essentially knock down teh $1.2 billion to $1 billion. But since $1 billion is almost twice as much as they got last year, they may be able to make do, especially if Gunn manages to clean out the dead weight in management.
But it should be noted that in yesterday's Lehrer interview, Gunn indicated the chance of getting the loan was about 50-50. Hardly a sure thing. But if Amtrak does shut down across the board, you can bet there will be some scrambling in Congress to find the money.
