Under provisions within Section 210 of the Passenger Rail Investment and Improvement Act of 2008 (PRIIA08), which was enacted as Division B of the Rail Safety Improvement Act of 2008 (RSIA08), Amtrak has released several Performance Inprovement Plans regarding specific service improvements for several poor performing Long Distance trains. So far as I'm concerned, enjoy the fiction and the coloring books:

Let me give you the short version:

1) BE ON TIME.

2) Give the passengers great service.

3) Serve the two local haul markets.

For 1: That's coordination and incentive/penalty payments with UP.

For 2: This isn't the 60s. Crews have good dorm space. They need to act like they care about their trade.

For 3: If seasonal traffic justifies a second section Oakland-Reno, put it on. If seasonal traffic justifies a second section Denver to Glenwood Springs, put it on.
