For 1: That's coordination and incentive/penalty payments with UP. For 2: This isn't the 60s. Crews have good dorm space. They need to act like they care about their trade. For 3: If seasonal traffic justifies a second section Oakland-Reno, put it on. If seasonal traffic justifies a second section Denver to Glenwood Springs, put it on.
