Since David Gunn isnt running Amtrak, Who is?

Amtrak's Chief Engineer David Hughes is acting President. NARP reports that Mr. Hughes was hired by Gunn and seems to have a similar management philosphy. However, given the debacle with the Silver Service trains last week, I'm not sure if he has a good grip on things.
