There is now a link on the Amtrak Guest Rewards site to pre-register for the new credit card. You must already have a Guest Rewards account in order to register for the card. If you pre-register and ultimately sign up, you will receive 5,000 bonus points after your first purchase. Chase will be accepting actual applications in September.
