I have a color snap shot taken from the west end(where the spur tracks go in, but not any street side views), of which I will happily send you a xerox copy if you provide your mailing address off line. It should be relatively easy to model compared to a major refinery as it is an independent small scale plant. If you are in the L.A. area you might also want to check out the local aerial photo collections at nearby universities like UCLA for details. Walthers conveniently puts out model kits of refinery components to help you out, too.
