posted I saw a NS steel coil car with a WLE cover today. Is this common?

Not uncommon at all. Often, when a mill or industry loads or unloads a string of covered coil gons, the crane operator will remove all the hoods from the entire string of cars in preparing to load or unload. When the hoods are placed back on the car, quite often, they will not end up on the car they came in on. Some car owners have taken to steciling the car number on the hood in an attemt to keep their hoods.
