What kind of tax break...income taxes? Property taxes?

Property tax breaks probably would be more beneficial to the rail lines, beacuse they are owed whether or not the line is profitable.

But *someone's* got to pay for all the local county governments. Those governments are not going away regardless of who gets elected.
