Talk to your travel agent. We bought insurance through ours (http://www.accentontravelusa.com) for a big trip that we have planned for June. The policy covers cancellation due to illness, terrorist attacks, etc.

I recently purchased cancellation insurance, and it contains a provision that it will cover missed connections or departures with a common carrier (this includes railways) due to weather or mechanical failure. There is a condition that the missed connection must be at least two hours from the time of the scheduled arrival to the scheduled departure. With the Sunset, being just two hours late is practically on time.

Since I reside in Toronto Canada, I bought in from the Canadian Automobile Association (CAA). It is underwritten by Manulife Financial a Canadian company. Assuming that you live in the U.S., I think it is probable that you can find an emergency travel type coverage from a local travel agent, or if you buy a ticket from the AAA they would probably have a similar type of policy that we have in Canada. In addition AAA will give you a 10% discount on the rail portion of your ticket (I'm not sure if you have to be a member for the discount they may just give it anyone). If you don't use a travel agent, try the yellow pages under insurance companies or insurance agents to see about covering your trip. The price of the policy depends on the dollar value of your trip. A Word of warning, these policies have a lot of loopholes and exclusions so read them carefully.
