My family and I will be traveling in the Family bedroom on the City of New Orleans next week. Is the Superliner service up and running again? Or is it still a bus?

According to various news sources, service resumed south of Memphis on Friday, April 9.
Do expect some delays. Aside from the slow order that will probably still be in place at the derailment site, it is likely that every other anywhere close to doubtful part of the line will be sprouting slow orders.
