About a month ago I wrote the following prediction under this thread http://www.railforum.com/ubb/Forum11/HTML/002569.html Amtrak is just the most visible problem with American railroading. The same problems that make Amtrak trains late are making freight shipments late as well. The freight railroads do not have the capital to make all the necessary capital improvements to meet projected demand. Sooner or later there will be public-private infrastructure partnerships on the national level, as is already being done in many states. The public contribution will come with strings attached to benefit public transportation, just as it already has in California and a few other states.
This small item from the National Corridors newsletter indicates the industry is also starting to think along these lines: http://www.nationalcorridors.org/df/df10252004.shtml#Railway
And NCI concludes the newsletter with this related one-paragraph editorial: http://www.nationalcorridors.org/df/df10252004.shtml#Conference
