It cost 70 cent a gallon for bio-fuel. Imagine the money Amtrak could save using a bio-fuel Engines.

If I was Amtrak dictator, I'd first work on getting a stable source of long term funding. I'd get the fleet of consists back into a full state of Good Repair. I'd also get rid of the management who think only in terms of the NEC or CA corridors at the expense of the national system. I'd drop some "enlightenment" upon those who don;t get the memo that one has to concentrate upon a national system - or no Acela trains.

I'd do that second. The first thing I'd do is conduct a comprehensive analysis of projected transportation needs for the next 20 years and design a route network around that. THEN I'd go to Congress and say this is what we'll need long-term, let's find some long term funding.

If I were Amtrak Dictator, I would declare a state of emergency allowing us to go forward with construction of those projects that are necessary. That would mean getting passenger rail into shape along most inter-city corridors. I would also call for immediate studies and analysis of further needs. We would supply all necessary staffing and funding to complete the studies on time. Of course, this might require a Dictator in the White House who would tell Congress to supply Amtrak with stable and long-term funding. (I realize our system doesn't have Dictators, but then again neither does Amtrak.)
