I have been monitoring the EB #27 westbound to Portland for several months and it always ran on time or early. Today something has happened and the #27 is still not in PDX, it is running almost 5 hours late. This means it missed the connection we plan with the Coast Starlight which left on time for LA. How is this handled? Would the passengers who need to connect to the CS have been taken off already and bused somewhere? It seems to be a very unusual occurence but just my luck, could happen to me in two weeks.

Quite likely you would be met by a bus around Pasco (or perhaps even Spokane) and sent across Oregon (by-passing Portland) in hopes of catching the Coast Starlight in Klamath Falls.
That's the way they do it in the opposite direction but I'm just conjecturing. I have no firsthand knowledge.
