I do think that you could see a lot more regional and, perhaps, private passenger trains if the gasoline price stays consistently greater than $5.00/gallon. Some predict that if the US dollar, in the next 10 years, vamooses as the world reserve currency, $5.00/gallon (or greater) gasoline could be a reality.

What you will definitely see is a lot less travel of any kind, as people will not have the money to travel regardless of mode.

In addition, you have to show the line haul railroads that passenger service is profitable. I'm a shareholder in UNP in my IRA. If I hear from the BOD they are re-entering the line haul passenger business, I will be on the phone to shareholder relations so fast it will make your head swim. I will be demanding a copy of the business case. If I find the Road doesn't have a solid plan for profitability, I will lead the shareholder revolt.
Mind you, I loved UP's service as a child! My railfan heart would love to see Armour yellow and Harbormist Gray in quarter mile long beauty. My investor mind is far more pragmatic.
