I got the Transcript from the following that someone posted on Aol's Passenger Railroad.

And Carmichael blew it I Don't mean about the NEC ownership thing either He failed to Ask smith what that $840 million "Capitol" was to be spent on BTW Smith seemed to have problems with math, anyway he mentioned the preferred 15 year plan with 5 segments 5 years long.

I also read the transcript, and Carmicheal did ask where the money was going, but he wasn't very specific. Smith geve the standard Amtrak answer. I suspect Carmichael didn't have the time to follow up. If he did, he should have.
