...there was a RailPass, a season ticket valid for 15 days, $200, hop in and out the train in Cuba...

No. Not until the embargo is lifted by the Presdient.

THEN, it would depend on what the road had to offer ... I don't have to see junk, I can look at BNSF on a daily basis to see junk.

Well, it is illegal to use US dollars to purchase any services in Cuba. Unless you have a license from the US government, which wouldn't be given just to ride a train. It's also illegal to pay someone in another country and them have them purchase services in Cuba. Very strict.
