I have always wondered why Gaels cannot spell things the way they are said. Or Franks, for that matter.

You should have seen the original spelling. There used to be a diacritical mark called a buailte, sort of a reverse "dagesh" (for those familiar with Hebrew); it was a single dot that appeared on top of the letter, indicating that the pronunciation of the letter was of a guttural or fricative nature. The buailte was replaced with a digraph with "h" when Irish Gaelic was standardized. Vowels in Irish, though, generally follow Latin pronunciation rules, as does the letter C (always "hard", like K).
