I saw for the first a new railroad coming through Beaumont. Red and Black engines with FerroMex on the side. Is this part of the Tex-Mex/KCS/CN agreement?

I believe that the FerroMex (ferrocarril de mexico) units were delivered by GE within the past six months to a year, and are just being tested in the US before being handed over to their respective owner in Mexico. They are pretty commonplace on the BNSF here in AZ, too.
This link http://www.ferromex.com.mx/mapa.html will show you the routes they run.

They tested 3 AC's pulling a 150 car train. They passed.
