Since the departure time is 8 PM (if on time) I would rather doubt it. But the easiest way to find out would be call "Julie" and ask for Customer Services.

"julie" says Yes - IF the train is ontime. Average delay over the last 3 weeks is 39 minutes so I'd think chances are pretty good.

Depending on how much time you have, I'd be tempted to take 304 departing St. Louis at 3:00pm up to Carlinville or even Springfield (but it's a very short and dangerous layover there) to intercept #21 about 90 minutes north of St. Louis. That would improve your chances of getting dinner in the diner.
