Restaurants tend to only include a tip if it is a large group, and even then it's usually only 10%, and is always printed on the menu (a legal requirement perhaps). If you don't want to tip then you don't. The only person you might want to tip in a hotel is a porter or perhaps a chambermaid if you happen to see one: if you tipped anybody else then they probably saw you coming and thought "here comes a mug". I'm not sure where your "over there" comment came from, except perhaps the usual snipe box. Mote that I didn't say where I've been on cruises.
