Is the taking of (railroad) capacity without compensation the same as confiscation of private property? Here is an interesting article, by Fred Frailey of TRAINS magazine, along with some comments:

http://cs.trains.com/TRCCS/blogs/fred-frailey/archive/2011/03/29/amtrak-s-long-distance-trains-as-the-walking-dead.aspx

Does the 5th paragraph, in Frailey's article, explain why the Coast Starlight has a much better on-time performance?

The Frailey article may have been posted, before, so my apology if this is old business.

no, UP finally got rid of all the slow orders and now treats the train as First Class with rights over everything. The Starlight, Cal Zephyr, Texas Eagle and Sunset Limited all have been running better.

OT, but about 3/4 of the way down the comments, DRGW9 writes in a P.S. that "UP is reopening the Yuma-Phoenix line", and this could get the Sunset off the congested main. Has anyone else heard this news?

That's the first rumbling I've heard about a reopening of the "Yuma-Phoenix" line-- actually Wellton to Picacho is more accurate as those are the two points where the old Sunset left the "big main," along the LAX-NOL route.

Fred Frailey seems like a common-sense real world kind of rail writer; I concurred with his assessment of PTC (Positive Train Control) in the April '11 issue if some of you have read that article. He doesn't like it very much, for a number of reasons.
