By law most of the crew had to be U.S. citizens or "Green Card" holders. Turnover was constant and service and training suffered markedly. They have now gone from three ships to one. "POH", which is a beautiful ship, now sails in the Mediterranean as "Norwegian Jade". It's interesting that Mr. Norman mentions "Carnival Splendor".
