Are there any stencils or any devices made to paint your own logos on HO scales trains?

See advertizements in classified areas of
periodicals devoted to model railroading.
Contact advertizers of custom transfers or
decals.
If you want to make your own then you should
GoogleUp "making decals" and similar wording
to find how it is done. There are also YAHOO
groups devoted to using ALPS printers or
otherwise making ones own decals.
Various hobby suppliers (e.g. MicroMark and Waslthers), will sell you blank decal stock
to make your own.
