As the article states, with a rising population for Surrey, BC, it would make sense for BC residents in Surrey, and further south, to not have to double back to Vancouver for a trip south on the Cascade train. Also, looking at a map, it also might be a convenient stop, for US travelers, on the way up to Canadian Highway 1 and the Canadian Rockies. It could avoid traffic congestion in the greater Vancouver area. I don't know if there is a rental car agency in Blaine.
