Our layout includes 60 track blocks. 6 power packs divide the blocks into 6 individual operating sections.
My question is : can 1 power pack be used to provide power to all our layout with 6 rheostats installed to control trains for each individual section now controlled by transformers(power packs)?

To do what you propose you will need to switch to DCC. The way Cab control is set up you are going to need a power pack for each train you run.

Yes, It can be done with only 1 power pack (if you can find one with a high enough amperage rating), but you must insure that there is NO WAY for 2 controllers to try to apply power to the same block at the same time. Both rails would have to have insulated rail joiners at BOTH ends of each block.

of course it can be done. You will need a higher amperage power transformer, lotsa wires, and if you want to run both directions from each rheostat, you will need a polarity reversing circuit built onto EACH one. But no, you will not necessarily need to use DCC for this. I have successfully completed a scaled-down version of the exact idea you are asking about.

You might want to consider 2 or 3 transformers for all 60 blocks; the heat from one that big would be unbearable, and could damage your layout.
