I heard the 25 million dollar estimate to redo the CN/CSX line from Syracuse, NY to Masena, NY. was rejected. CN/CSX wanted this done for the purpose of eliminating the 23 speed restrictions. Also to open up certain trains for intermodal runs. Has this actually been rejected or just stalled?

I only have time.
