Customer Bulletin: Workplace Safety

The following is intended for all customers who have sidings or other rail-based facilities served by Canadian Pacific Railway. If you are not the individualresponsible for such facilities, could you please pass this broadcast on to those staff members in your organization or third party operators who are responsible.

SAFETY THROUGH TEAMWORK

An integral part of our business is to arrive at the customer siding without damage to the product, in a timely manner while always protecting the personal safety of our employees and our operation. Canadian Pacific Railway places a strong emphasis on workplace safety. It is the responsibility of all partners to ensure that railway equipment is handled correctly, railway equipment is secured properly, trackage is maintained to standard which includes minimal side and
overhead restrictions, and the property is absent of debris material, spillage,and accumulation of snow and ice conditions.

Safest Railway

Key performance indicators for us are our personal injury and train accident ratios. We are proud to say that it looks like we will again for the third year in a row be the safest Class 1 railway in North America in having the lowest FRA train accident ratio.

Continuous Improvement

In 2000 we identified a key area for improvement which involved you, the customer, our partner. With this continuous focus in 2000 we have seen our FRA train accidents caused or contributed to the cause by
customers and third parties reduce by over 30%. Congratulations and thank you for your focus and support. December was a challenge for all of us as Winter came strong and early.

There are five key areas where we need you to continue to partner with us this winter.

1. Track Maintenance: During the past few winters we have had an increased number of derailments on private sidings. In most cases these derailments were caused by the accumulation of snow and ice on and
around the tracks.

The specifics for responsibility for snow removal is defined in your private siding
agreement. In general, the customer is responsible for snow removal up to the main track switch.

2. Movement and Securement of Equipment: During the last few years Canadian Pacific Railway has provided some specialized information sessions to our customers
on proper movement of equipment and mandatory
securement of equipment. Please review these
procedures with your employees who are responsible for handling and securing railway equipment.

3. Walking Hazards: The number one cause of personal injuries to our employees that provide your service is slip, trip and fall injuries. It is crucial for you to ensure that your trackage and facility is free
of walking hazard debris material, spillage, and accumulation of snow and ice conditions.

4. Restricted Clearance Hazards: The number one cause of very serious injuries in customer facilities is restricted clearances. It is crucial that your facility be free of side and overhead clearance restrictions as much as practicable. Where there
are restrictions they must be protected by designated warning signs.

Before making any changes to your facility that may create rail clearance restrictions, please review with the local Railway Engineering office.

5. Spillage/Wheel Contamination: Please ensure that your facility is free from product contamination.
Elimination of spillage also reduces the chance of railway equipment wheel contamination. Wheel contamination from consumer products like flour, canola
oil, cornstarch and other similar types of substances can cause serious incidents at our hump operations.
If railway equipment was rolled through a contaminated area, you must ensure to give the wheels an air pressure or water pressure cleaning.

Inspection/Audit Process

On a localized basis, Canadian Pacific Railway has worked with the Customer to audit compliance to safety standards. This will continue on a selected basis as resources permit or specific needs dictate.

The audits will briefly cover the above five key areas of track conditions, movement and securement of railway equipment, walking hazards, restricted clearance hazards and spillage/wheel contamination.
Audit results will be rated "green card" indicating full compliance, "yellow card" indicating partial compliance and "red card" indicating non-compliance.

In 2000, we have had significant cooperation and success with the audit process. The audit process will be initiated by the CPR area manager and performed jointly with the customer (when and wherever possible). All audit results will be fowarded to
the customer. Should the results be "yellow card" or "red card", a meeting will be requested as soon as possible to develop an action plan to address improvement opportunities. Red cards will also
require the CPR Commercial representative to make contact at the Customer Corporate level.

This audit process will provide us, working in partnership, an opportunity to correct conditions and practices before they cause injury, derailment or disruption in service. If you, the customer, wish to
initiate the audit process, please contact your local CPR area manager. If you do not have a local CPR area manager contact, please contact Customer Service at 1-888-333-8111, reference the customer bulletin on
"Workplace Safety",
and we will put the local manager in touch with you.
