I have seen some not very recent (2007-2009) reports that the CONO departing Chicago (at 8 p.m.) boards sleeper passengers at 7:30 and immediately opens the diner for them. Is that still true?

As of my CHI-59-JAN-58-CHI joyride this past June, Dinner is not served until about an hour after departure.
I'm certain many a Sleeper passenger simply forfeits, as the 370XX Diner-Lounge did not appear overly busy.
