If one will allow this one-time Fairfield Navy Cadet to speculate, I believe the May 17 ARM Cuauhtémoc incident will be attributed to human error where a crew member set the auxiliary engine to, likely Slow "Astern" when it should have been set to "Ahead".

From my own experience, East River tidal currents increase as the River flows compass North when by reaching Hell Gate, small craft had best time their passage through, depending on direction, with a Flood or Ebb tide as the case nay be.

At the time of the incident, the tides were reported to be Flooding (coming in) but only at a speed of 0.3kts. That should not have been a factor.

Surprising I have not heard any of the "sky is falling" in the news about this one due to the not to distant past allision with the bridge pier in Baltimore Harbor. There obviously should not have been, as there is really no equivalence. It was a MUCH smaller ship, lower speed and only the masts hitting the bridge itself.
